Your web designer only has so many hours available for each specific phase of the project. So if one phase goes over budget, then the other phases need to be adjusted proportionately.

It is far easier to design a web site in which each phase can be completed in a continuous fashion, one after the other, rather than starting and stopping the project many times. The more responsive you are, the quicker your web site will be completed. When your web designer asks for something, try to give it to them as quickly as possible. Otherwise, your designer is basically idle while waiting for a reply from your end.
